Imagine VMs have a budget to buy things like CPU time, RAM and bandwidth and the sources of these resources had a limited amount of each to supply. Now think about how a free market sets a fair price for each resource and so each VM buys what it can afford. Large important VMs get a bigger budget and can buy more resources to perform better.
